How to Dungeon Master a Steam Punk Fantasy Game with 5th Edition Dungeons and Dragons

Here is a list of all the book series I'd draw inspiration from:
The Cinder Spires: The Aeronaut's Windlass, The Strange Affair of Spring Heeled Jack (A Burton & Swinburne Adventure),
The Shadow Revolution: Crown & Key, Phoenix Rising: A Ministry of Peculiar Occurrences, and Storm Front (Dresden Files).
I'd also consider running this game in other systems like Fate accelerated, Fate core, or Cypher System
all rpgs that would handle this type of game really well. But if their heart is set upon 5E D&D it is very doable campaign setting.
